This section is intended to provide the state service for the privatization of housing from the state housing fund, according to the Rules for the privatization of housing from the state housing fund, approved by the resolution of the Government of the Republic of Kazakhstan dated July 2, 2013, No. 673, and the Standard of the state service, Rules for providing the state service "Privatization of housing from the state housing fund" (hereinafter - the Standard), approved by the order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan on August 12, 2021, No. 437 (Appendix 3).

Access to the databases on privatization of housing from the state housing fund is provided to:

- service recipients, provided that they sign the User Agreement on the web portal of the state property register gosreestr.kz (hereinafter - the State Register Portal) using the electronic digital signature issued by the National Certification Authority of Kazakhstan;

- service providers (local executive bodies of regions, cities of Astana, Almaty, and Shymkent, district, city of regional significance) based on the application (download application form), submitted to the joint-stock company "Information Accounting Center", designated by the resolution of the Government of the Republic of Kazakhstan dated July 15, 2011, No. 802 as the sole operator in the field of state property accounting.

Step 1

1. On the "Electronic Government" portal www.egov.kz (hereinafter - PEP) in the section "Citizens > Real Estate > Housing Relations", select the service "Privatization of housing from the state housing fund" and click on "Order service online". Then, PEP redirects the service recipient to the "Applicant’s Cabinet" of the State Register Portal. If there is no "Applicant’s Cabinet" on the State Register Portal, you need to register in the profile of an individual, where the service recipient must fill in their data, read the user agreement, and log in to the State Register Portal.
2. After moving to the "Applicant’s Cabinet" on the State Register Portal, the service recipient submits the application.
3. The State Register Portal checks the databases for information on the lease agreement of housing with the service recipient, registered in the state property register, in accordance with paragraph 12 of the Rules for providing and using housing from the state housing fund or housing leased by the local executive body from the private housing fund, approved by the resolution of the Government of the Republic of Kazakhstan dated December 1, 2011, No. 1420.
4. The service recipient indicates the working body, category/subcategory, type of privatization, family members (if any), and a list of documents according to paragraph 8 of the Standard in the application.
5. The application is signed with the service recipient’s EDS (according to the form in appendices 1 or 2 of the Standard). The State Register Portal accepts the application and forwards it to the housing commission for review.
6. 6. The decision of the housing commission on the privatization of housing or a reasoned refusal in electronic form.

Step 2

If the housing commission’s decision is made regarding the privatization of housing located in the housing stock of state-owned enterprises and state institutions (hereinafter referred to as GPEs/GIs), the procedure for transferring this housing from the balance sheet of GPE/GI to municipal property should be carried out. This procedure is performed according to the Rules for transferring state property, assigned to state legal entities, from one type of state ownership to another, approved by the resolution of the Minister of National Economy of the Republic of Kazakhstan dated May 26, 2023, No. 85.

1. After the decision of the authorized body is accepted and the housing is transferred from the housing fund of GPE/GI to municipal property within no more than 30 calendar days, the service provider (local executive body) forms an acceptance-transfer act in the "Service provider’s Cabinet" of the State Register Portal, which is signed by the Department of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan (central executive body), GPE/GI, and the service provider.
2. Information about the decision to transfer housing from one type of state property to another and the acceptance-transfer act (transfer act) is entered by the service provider (local executive body) through the State Register Portal within three days from the date of the re-registration of rights to the housing.

Step 3

The conclusion of the privatization agreement for the housing between the service provider and the service recipient in electronic format on the State Register Portal.
